On January 9, we updated the Civic Muscle Index rankings to reflect
changes in several underlying data components. These updates may affect index values and rankings.
Updated data components used in the ranking include:

Placemaking – Social Associations
Updated data source; new data represents time period 2023 (formerly 2022). -
Access to High-Speed Internet
Updated data source; new data represents time period December 2024 (formerly June 2024). -
High-Performing Schools – School Funding Adequacy
Updated data source; new data represents time period 2022 (formerly 2021). -
Thriving Economies – Business Creation
Updated indicator definition to represent single year-over-year change (2022–2023). Previous indicator definition reported 10-year average change. -
Thriving Economies – Employment Rate
Data source changed from the Bureau of Labor Statistics to the
American Community Survey. The definition was updated to reflect only the
prime working-age population (ages 25–64).
